About the Role:

We are seeking an experienced Head of HR Operations to join our People Team and drive innovative, scalable solutions that empower both our business and our employees. Reporting directly to our Chief People Officer, you will lead a distributed, multicultural team of ten. This is a high-impact role for a strategic problem solver who thrives on tackling complex challenges in a dynamic scale up environment.

This role is pivotal in ensuring seamless HR service delivery, compliance with global employment regulations, and the effective utilization of HR technology.

The ideal candidate will have a deep understanding of international HR operations, process design, and a data-driven approach to improving employee experience and operational efficiency and excellence. Experience in a public company with SOX, ISO27001, and GDPR knowledge is essential.

Key Responsibilities:

  • Oversee all aspects of HR Operations across multiple countries (primarily the Netherlands, USA, Israel, Germany, Serbia, Czech Republic and the UK) ensuring alignment with business objectives and compliance with local labor laws and regulations.
  • Lead the global HR service delivery model by bringing innovative solutions ensuring consistency, efficiency, and scalability across regions to support a growing and dynamic workforce.
  • Lead operational integration and transition planning for business carve outs and acquisitions.
  • Oversee global mobility programs, work permits, relocation and visa processes to support international workforce needs
  • Partner with executives, vendors, and third-party providers such as PEO’s.
  • Work closely with HR Business Partners, Talent Acquisition, Total Rewards and other HR functions to provide state of the art support for Nebius.
  • Compliance and Risk: This role ensures process optimization, regulatory adherence (ISO27001, GDPR, SOX). Go-to-person for internal and external audits and risk assessments
  • Innovative Solutions & AI: Drive automation, AI-based process enhancements, and digital transformation initiatives.
  • Cross functional collaboration: work with Finance, Legal, IT and Security for seamless execution.
  • Establish and monitor key metrics and SLAs to drive continuous improvement and provide great employee experience.
  • Lead, mentor, and develop a high-performing HR Operations team.

Qualifications & Experience:

  • 10+ years of progressive experience in HR operations, and global mobility, preferably within a public company or multinational organization.
  • Strong knowledge of HR technology and systems, as well as payroll, benefits, and workforce analytics tools, JIRA and confluence.
  • Expertise in global employment laws, immigration policies, and compliance requirements across multiple jurisdictions. Dutch and US are preferred.
  • Demonstrated experience in driving HR process automation, operational efficiencies, and service delivery improvements.
  • Exceptional leadership and people management skills, with the ability to influence and drive change across a complex, global organization.
  • Strong analytical mindset, with the ability to leverage data-driven decision-making and optimize HR performance metrics.
  • Excellent communication, stakeholder management, and problem-solving skills, project management, change management skills.
  • Natural curiosity to stay up to date on global HR trends, compliance regulations, and emerging technologies to enhance HR operations.
  • Fluent English, Dutch is a plus.
