Purpose of your role
Reporting to the senior management of the Risk and Compliance function, the Compliance Manager, Asia acts as a focal point for the oversight of the anti-money laundering and counter-terrorist financing (AML/CFT) policy frameworks and compliance obligations of OFX businesses in Hong Kong and Singapore.
As a key individual contributor to the APAC Compliance team and enabler to the Hong Kong and Singapore business teams, the Compliance Manager works with key stakeholders to ensure regulatory obligations are met, whilst maintaining a balanced and data driven approach to support a quality customer experience.
What you do
- As the designated Compliance Officer and MLRO, manage the Asia compliance function, incorporating the business entities of OFX Hong Kong and Singapore, in adherence to regulatory obligations and OFX Group policies.
- Maintain up to date risk assessments and programs to capture the dynamic nature of the OFX businesses and regulatory landscapes in which they operate.
- Deliver AML/CFT Compliance training to staff in the Hong Kong and Singapore business entities, maintaining a culture of compliance and an understanding of the key risks, controls and escalation points in those businesses and the OFX Group as a whole.
- Engage key local regulators, ensuring a proactive approach to reviewing and adopting changes that impact the markets in which OFX operates.
- Maintain a productive relationship with key business stakeholders to ensure that all entities and operations are aware of the obligations and risks they face, as well as assisting with development of control frameworks under which these may be mitigated.
- Maintain regular engagement with the Head of Compliance, APAC and other senior stakeholders proactively and via the delivery of periodic reporting requirements.
- Identify and escalate suspicious matters, risks and any possible or actual regulatory breaches to senior management and take responsibility for managing remediation actions where required.
- Monitor the performance of the AML/CFT control frameworks governing the OFX entities in Hong Kong and Singapore for quality assurance and work with functions to review and evolve where required.
- Coordinate internal and external reviews or examinations (regulatory or audit) of the OFX businesses in Hong Kong and Singapore.
Qualifications
- ACAMS or other relevant certification a plus.
- University degree, preferably in law, business or finance.
Knowledge, skills, experience
- At least 7 years’ experience in a senior compliance role in a financial services business or payment service provider
- A detailed knowledge of the Hong Kong and Singapore regulatory landscape with significant AML/CTF experience
- Experience working with HK Customs and Excise Dept, HK Monetary Authority and MAS regulations and requirements
- A detailed understanding of AML/CTF programs and controls at a local level and an broad knowledge of regional and global AML/CTF standards
- Excellent verbal and written communication skills, with an ability to engage at all levels of an organisation
- Ability to assess information and solve problems whilst balancing risk and commercial outcomes
- Language skills - Fluency in Cantonese/Mandarin and English
