Job Description

Role Overview

As the front-end Proposal Integration Lead, you will integrate Global Capability Center (GCC) scope, resources, and engineering capabilities into early-stage proposal development for major projects. You will work with regional proposal teams, commercial stakeholders, and GCC teams to define executable GCC scope, coordinate proposal activities, and validate engineering estimates. You will help proposal and sales teams use GCC capabilities effectively by defining scope ownership, improving proposal coordination, standardizing estimation processes, and supporting execution-ready proposals. Your work will help improve proposal quality, delivery readiness, scalability, profitability, and proposal cycle efficiency.

Reporting Line

You will report to the Global Delivery Process Transformation Director. This is an individual contributor role with no direct people management responsibilities.

Key Responsibilities

GCC Scope Identification & Structuring

  • Identify project scopes suitable for GCC execution during early proposal development.

  • Analyze customer requirements, technical specifications, and proposal documentation to define GCC-supported scope, deliverables, assumptions, exclusions, and execution boundaries.

  • Establish scope ownership and engineering responsibilities between regional and GCC teams to eliminate overlaps, gaps, and duplicated activities.

  • Apply Nexus governance criteria and delivery requirements to qualify GCC-supported scope.

  • Align GCC scope with project size, engineering hour thresholds, and execution requirements.

  • Standardize GCC scope documentation and support scalable GCC delivery models across qualified opportunities.

Coordination & Communication

  • Coordinate proposal activities across Proposal Owners, Sales teams, GCC Execution Managers, and estimation teams.

  • Facilitate scope alignment discussions and proposal review meetings to confirm schedules, resource plans, delivery expectations, and engineering scope.

  • Communicate proposal updates, scope changes, estimation requirements, and key decisions to stakeholders.

  • Monitor proposal inputs, track deliverables, and follow up on open actions throughout the proposal lifecycle.

  • Escalate proposal risks, scope conflicts, resource constraints, and execution concerns as needed.

  • Promote early GCC engagement and maintain alignment between commercial and engineering teams.

Estimation, Delivery Readiness & Risk Management

  • Coordinate GCC cost estimates, engineering hour estimates, and resource forecasts for assigned opportunities.

  • Provide estimation teams with project specifications, customer requirements, engineering assumptions, and execution details.

  • Review estimates to confirm scope coverage, resource alignment, and consistency with proposal requirements.

  • Apply approved estimation tools, templates, and Trusted Content to support estimate quality and standardization.

  • Identify and resolve duplicated, omitted, or conflicting engineering activities before proposal submission.

  • Assess delivery capability, technical readiness, engineering capacity, and resource availability for assigned proposals.

  • Identify execution risks related to technical capabilities, capacity, timelines, and customer requirements, and recommend mitigation actions.

  • Confirm GCC scope and estimates support proposal strategy, customer expectations, and execution readiness.

Governance & Process Improvement

  • Apply Nexus governance standards and approved proposal workflows throughout GCC proposal engagement.

  • Verify compliance with estimation tools, templates, documentation standards, and governance requirements.

  • Support adoption of approved SharePoint, Teams, GPET, and Trusted Content processes.

  • Analyze recurring proposal issues, scope gaps, communication breakdowns, and estimation inconsistencies.

  • Recommend process improvements to enhance proposal quality, consistency, and GCC engagement efficiency.

  • Standardize GCC proposal integration practices and maintain audit-ready documentation across regions.

Stakeholder Management & Guidance

  • Advise Proposal Owners and Commercial teams on GCC engagement strategies during proposal development.

  • Explain GCC delivery capabilities, resource models, scalability benefits, and cost advantages to stakeholders.

  • Guide stakeholders on scope qualification criteria, estimation workflows, and engagement processes.

  • Clarify ownership, responsibilities, execution boundaries, and delivery expectations across teams.

  • Foster collaboration among engineering, sales, operations, and proposal management teams.

  • Influence proposal decisions and build alignment across global matrix organizations without direct authority.

  • Promote best practices for GCC proposal integration and execution planning.

The Essentials - You Will Have:

  • Bachelor's degree in Electrical Engineering, Electronics Engineering, Instrumentation Engineering, or a related engineering discipline.

  • 10+ years of experience in proposal engineering, cost estimation, project engineering, technical coordination, or related engineering functions.

  • Experience applying engineering estimation methodologies and project scoping practices.

  • Experience influencing stakeholders and leading change within complex matrix organizations.

  • Experience working with global engineering support teams, GEBS, or similar shared services models.

  • Familiarity with automation, controls, and process systems engineering.

Technical Skills

  • Apply engineering estimation methodologies to develop project cost and effort estimates.

  • Use engineering estimation tools, proposal documentation systems, and collaboration platforms.

  • Review technical scope, engineering requirements, and resource plans.

  • Support proposal management, scope management, resource planning, and engineering coordination activities.

Soft Skills

  • Build and maintain stakeholder relationships across functions, regions, and organizational levels.

  • Evaluate information, identify issues, and support proposal decisions using data and business requirements.

  • Coordinate activities and deliverables across multiple proposal workstreams and stakeholders.

  • Collaborate effectively with global teams across multiple time zones and cultural environments.

  • Influence decisions, resolve competing priorities, and build alignment without direct authority.

  • Manage competing deadlines and changing requirements within proposal development cycles.
