Job Summary

As our Chief AML Officer for Canada, you will be the architect of RedotPay’s Canadian regulatory strategy and operational integrity. You will lead the development, implementation, and oversight of our AML/CFT compliance program, ensuring full alignment with Canadian law — including the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and its associated Regulations, the Retail Payment Activities Act (RPAA), FINTRAC guidance, and Bank of Canada requirements applicable to Money Services Business (MSB) and Payment Service Provider (PSP) activities involving electronic money and virtual assets.

Key Responsibilities

Regulatory Strategy & Licensing (Canada)

  • Licensing Lead: Lead or support the FINTRAC registration as a Money Services Business (MSB) dealing in virtual currency and/or money transmission, and Bank of Canada registration under the Retail Payment Activities Act (RPAA) as a Payment Service Provider, and manage their ongoing regulatory maintenance, variations, and notifications.
  • Regulatory Liaison: Act as the formally appointed Compliance Officer with FINTRAC (and primary regulatory contact for the Bank of Canada under the RPAA where required).
  • Fitness & Propriety: Serve as the primary point of contact for FINTRAC and the Bank of Canada, ensuring the company and key individuals meet all suitability and “fit and proper” standards.
  • Regulatory Intelligence: Monitor and analyse updates from FINTRAC, the Bank of Canada, the Department of Finance Canada, and other relevant Canadian bodies regarding cryptoassets, payments, electronic money, and AML/CTF obligations.

AML/CFT & Financial Crime

  • Framework Management: Develop, implement, and maintain a robust Anti-Money Laundering (AML) and Counter-Financing of Terrorism (CFT) program tailored to Canadian MSB and RPAA-regulated activities.
  • Lifecycle Oversight: Oversee KYC, Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), and ongoing monitoring for a diverse Canadian and international client base.
  • Blockchain Analytics & Transaction Monitoring: Implement and oversee transaction monitoring systems, utilising on-chain analytics tools (e.g., Chainalysis, Elliptic) to identify and mitigate crypto-specific risks, including compliance with the Canadian Travel Rule for virtual currency transfers.
  • Sanctions & PEP Screening: Administer global and Canadian sanctions screening (including SEMA lists, OFAC, UN, EU, and other relevant lists) and Politically Exposed Persons (PEP) and adverse media checks.

Policy & Procedure Development

  • Canadian Documentation: Create and maintain the AML/CFT Manual, KYC Policy, Sanctions Policy, and other key documents to reflect current Canadian regulatory requirements under the PCMLTFA, its associated Regulations, and the RPAA.
  • Operational Integration: Ensure compliance controls are embedded into product workflows, systems, and processes for both e-money and cryptoasset services.

Internal Controls & Reporting

  • Risk Assessments: Conduct regular enterprise-wide / business-wide risk assessments and internal effectiveness reviews (at least every two years, as required by FINTRAC) to evaluate the effectiveness of the compliance program.
  • Board & Senior Management Reporting: Prepare detailed compliance reports for the Board and senior management, highlighting key risk indicators (KRIs), suspicious activity, and regulatory matters.
  • Internal Oversight: Manage the investigation and filing of Suspicious Transaction Reports (STRs) and other mandatory reports (including Large Virtual Currency Transaction Reports, Large Cash Transaction Reports, and Electronic Funds Transfer Reports) to FINTRAC, maintain records, and ensure timely responses to regulatory requests.
  • AML Audit Support: Assist with AML-related audit matters, including internal and external audits, regulatory examinations, and the remediation of any findings or recommendations.
  • Group AML Support: Provide assistance on other group-wide AML/CFT matters as required, coordinating with global compliance teams to ensure consistent standards and support across jurisdictions.

Qualifications & Experience

  • Bachelor’s degree in Law, Finance, Economics, Compliance, Risk Management, Business, or a related field.
  • 4–7 years of direct compliance or Compliance Officer / MLRO experience within a Canadian-registered Money Services Business (MSB), Payment Service Provider under the RPAA, or regulated cryptoasset / virtual currency firm.
  • Expert knowledge of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and associated Regulations, FINTRAC guidance (including compliance program requirements and the Travel Rule), the Retail Payment Activities Act (RPAA), Bank of Canada guidance, and cryptoasset AML/CTF obligations.
  • Hands-on experience with automated KYC/CDD platforms, sanctions screening systems, transaction monitoring tools, and blockchain analytics solutions.
  • Must be Canada-based (or willing to relocate) with the ability to dedicate sufficient time to the role and maintain full independence from revenue-generating or business development activities.
  • Fluency in English (both written and spoken). French language skills are an asset.

Highly Desirable (Not a Must)

  • Professional certifications such as CAMS (Certified Anti-Money Laundering Specialist) or equivalent Canadian / international compliance designations.
  • Direct experience with Virtual Asset Service Providers (VASPs), stablecoins, and DeFi-related compliance in a Canadian-regulated environment.
